The skill description says that 'when you attack, you channel ancient mystical powers to lower your foes' resistances'. Its synergy, Mutual Suffering is basically the same thing applied to surrounding enemies when the stricken enemy dies. Now I know that weapon attacks can activate it on your enemies.
But can the skill be triggered by:
-Skills or spells?
-Skills attacking with weapons?
-Skills that transmit weapon effects?
-Damage reflection?
-Pets?
