Does the Earth Enchant Fire damage being % get boosted by VO's flat fire damage Or visa versa?

Hi Oldage. Earth enchantment's % bonus to fire damage will increase the flat fire damage of volcanic orb and all other fire damages dealt.

Thanks, was curious which way it worked to the base value or % value
