Legendary Craftsmen Quest - How important is this?

So, after a few months away, I've finally finished Ragnarok!  I'll probably run another character through the base game before moving on to the next difficulty level, but I'm wondering what to do with the crafting quest.  I've got the black steel, but does it probably a big boon?  Should I really be worried about what I upgrade?  If not, I'll upgrade my throwing weapon, but if it is a big deal, maybe I'll spend a little time farming.  Would it be a good idea to move on to the next difficulty, and when I find some cool items, go back to lower difficulty level and upgrade something?

Any advice is cool!

There was a discussion and someone even did a video explaining this. Don't know why not just write plain text and hey - what do I know about youtube culture. Its basically adding prefix and a suffix to legendary or epic item. From a pool of chest armor affixes for everything except weapons. Staves have their own pool, and melee weapons - another one.

You will get something like this. Most often it is a resist and either one of the stats or health or energy, or reduced requirements. Occasionally rare like veteran's, mammoth's, kingly etc.

WNG:
Bear in mind that the difficulty you're in will affect the strenght of the upgrade. You may want to use the upgrade now to have an easier time in your progression, since normal difficulty's upgrades are barely relevant.

Okay, so bringing an epic weapon from a higher difficulty won't actually actually make the weapon more powerful, since it is being upgraded in the normal difficulty?

Cool.  Also, if you take a relatively weak weapon, and upgrade it in later difficulties, what happens?  Is the upgrade a set amount, or does it upgrade the weapon to match the difficulty level?

WNG:
It's all about the difficulty level. The rarity/power of the item has no effect on the upgrade.
