i have my own answer here but I'm not 100% sure so might as well ask
Gambanteinn has 25% chance of +200% elemental damage.. that proc elemental damage should also apply to spells right since it's from an artifact? like ice shard, volcanic orb, eruption?
actually even if it's from a weapon i think it should apply also to spells because it's also %elemental damage, just a proc

Should work for both spells and basic attacks.

forgot to say this.. i tested this a few days ago and yes it does proc for spells too.. tested with lightning bolt and ice shard.. sometimes the 2nd hit of lighting bolt is stronger than the first.. then with ice shards, on a single click, some shards trigger the 200% damage while the others don't.. but it always procs with ice shards because it's a rapid multi attack.. only, none of the possible completion bonus seems good for a spellcaster

66% Slower Attack for 3.0 Seconds - 19.23%
202 Reduced Armor for 3.0 Seconds - 11.54%
+15% Attack Speed - 11.54%
+45 Offensive Ability - 11.54%
+25% Physical Damage - 11.54%
+33 Strength - 11.54%
maybe the strength bonus for some builds but meh

Yes, it's affect to both Weapon and skill attack.

yes and dagger of basbona too.. tested with VO and eruption.. some fragments get stronger than the others.. dagger of basbona very good for mages
