Hello,
I`ve got the Adamantine Sickle of Kronos.
It require 80 level.
I`ve got a lot of equipments for reducing requirements, but they do not reduce the level requirements.
I watched a lot of clips in internet and there level is reduced.
Is this a bug???
I play Atlantis V2.3

The only thing you can reduce are the str/intel requirements for it. Nothing in the game reduces level requirements for an item. Since the level cap in the game is 85 providing you can reduce the str/intel enough you can grind up to L80 to wear it.
If the level is reduced in those clips then they're hacked items that have been changed from the norm.
And you should be on 2.8b of the game.
Edit: Looks like it might originally have been an L73 item back in 2017.

That might be what you've seen in the videos if they're not recent.

"-% Reduction to all requirements" doens' reduced player lvl requirement to using items.
There is a helmet that can reduced player lvl requirement to using items:
