Adding passive stats to Skills

Right now I'm trying a  melee Juggernaut build but since it seems unreasonable hard to come by enough offensive ability at later stages for melee earth I want to edit the Ring of flames ability to give 30 OA for each skillpoint invested. If it's easy to do, I might spread the ~400 OA between the Stone skin Skill and Ring of Flames Skill Levels so you need to Invest a bit more points so it's a little less convenient/op.

My question is, is it hard to do so? Can you lead me in a direction on how to do it?

I'm using the lootplus/xmax mod from nexus as well, that already changes some skills like heat shield to not instantly give the resistance with 1 lvl into it, so they need to work together or could I edit that?

Edit: thinking about it more, I'd probably put the OA on concussive blows from the defense tree, since I feel like the Skill and maces in general could use a buff and it might enable other melee hybrid defense builds aswell as the Juggernaut.
