There aren't any monster infrequents, but everything else is there. Neatly organized by expansion pack with sets each in their own groups.
Drop the vault files into 'Documents\My Games\Titan Quest\TQVaultData'.
In TQVault select "Configure" and check "Allow Item Editing Features". You can now right-click on items and regenerate their seeds until you get the version you want.
Just to nip "but you're ruining the game" comments in the bud, here:
I'd appreciate if nobody used these to ruin the game for OTHER people though. No sneaking behind your friends' backs or sabotaging randos.
