Cannot Connect to Server

Hello,
Long time Lurker-
My friend and I cannot connect to each other's games (they're on Steam I am on GOG) We can each connect to another person's game, but not directly to each other. We've tried uninstalling/reinstalling running as an admin and wiping old data, we finished base game together took a break and then the error started when I installed the most recent DLC (which they've had).
Again we can connect to a 3rd party hosted game but not to each others', and apart from the new DLC i am unsure what could have changed.

Make sure that
The host has less or the same expansions
The host created a game with the "Level Range" set to 85
The host created a game with a difficulty available for your character
The host and the clients have the same game speed
The host created a game without passwords
The host created a game with the "Max. Players" large enough ?
You don't have any mods from Steam
You don't have any mods manually installed
All players have verified their files
Your latency to the host is good
No player has OneDrive active with C:\Users\You\Documents included
Your antivirus allows TQ.exe to use internet
Windows' firewall allows TQ.exe to use internet
The port range is open in your router/modem
If all of the above are checked
1.. Your character doesn't have any items from expansions at least one player doesn't have
2. Your character doesn't have any mastery from expansions at least one player doesn't have

thank you for the welcome and the quick response. Still no luck-
We have both verified, they have the Ragnarok, Atlantis, and Eternal Embers (confirmed in Steam)- I have Ragnarok, Atlantis, and Eternal Embers (Confirmed through GOG). Both on Clean Installs no mods, no One Drive.
We have tried to start a new campaign with no password 2 person party hosted at "Normal" Speed and encountered the error consistently.
We have whitelisted TQ on our Firewalls and our Antivirus.
We have both tried hosting, neither works. Our latency otherwise seems fine.
any further guidance would be greatly appreciated

Clarification- We are on the same wifi network, when I connect from my laptop from the starbucks we can co-op.
what steps can I take to fix this? My friend and i live together, so it's rough to exile one of us or drain cell data to play

Try resetting your router, see if that does anything.
