Although there are no skills with life leech, there are abundant choices of gear, including weapons, artifacts, jewelry, shields.

It is not the skill it used to be. If you have other skills that you want to invest in, just leave 1 point in Scatter Shot.

Think about the buffs on your toon. They generally require either a reserve of energy or a certain amount of energy per second to remain active. So when you are attacked by a spell or effect that drains all your energy, you can no longer sustain the energy requirement for the buff to remain active and it is effectively dispelled.

One of the best green items in the game is Stone binder's Cuffs. They drop from Gorgons on Normal, Epic and Legendary. The Normal version gives 1+ to all skills and the Epic version 2+. Hallowed helms are green headgear that give + to skills. I've seen them in Acts III and IV. You can even buy them from a merchant.
You can improve green items with a relic or charm, but not blue or purples.
