Title: How To Mod Points per Level?

I have merged a few mods and injected them into the base game database but I am wanting to make a few more changes...

Where would I mod the Skill/Attribute Points per level?

And how would I make it so each level could be a different amount awarded?

records\creature\pc\playerlevels.dbr -> All Groups\Level Up Parameters

That should get you started. :)

EDIT: All the values are type "variable" which means a single value, not an array. I wouldn't know how to change the amount awarded per level myself.
