Is there any way to make this work without straight pew pew?  295-310 vitality damage, but no spells that spread the love will take advantage of it.

No, and that is Vitality Decay (Vitality DOT), not direct Vitality dmg. So it not that good.

Yeah, but in the ideology of multiple DoTs and this being unique, it would have been sweet on something like a Diviner who is EBing and VDing.
